Use the -f option with cabal commands to enable flags

pkgconfig (off by default)

Use pkgconfig to find library.

static (off by default)

Use extra-libraries for turbojpeg.

static-gcc (off by default)

Try linking libturbojpeg statically with ld hacks. Would not work with clang.
